Like with any other business, you should start with preparing a business plan. First, decide what kind of photography services you want to offer: portrait photography, wedding photography, food, stock, or pet photography services, etc. Market research will help you figure out what direction to choose. The next thing to do is define your target audience. Think how you can reach them: ask your family and friends to spread the word about your business, advertise on social media, create a website and share your portfolio, and participate in photo contests. Many answers here are great, however I'll shed a bit more as I run a profitable photography business on the side of my larger ventures. Your key focus areas is the following:

  1. Acquire professional equipment. Learn about lighting in depth, as this is what will help you succeed. Consider renting equipment that's of a professional level if you do not have the capital to outright buy it for now. Next is level up your editing game/skillset. Edits make a world of difference. Lightroom edits alone work in most cases but going commercial level, it helps if you use Photoshop. That's my workflow, as an example. During this, you should work on a logo / watermark for marketing and presence purposes.

  2. Build a portfolio. Focus on the areas/subject matters you want, then begin offering free photography services - It can take a bit to get some clients but consider even doing "street photography" with a disclosure waiver (for use in your portfolio) and send your subjects free copies. Often, free ones I don't provide any photos without a logo / name on (though they are placed strategically to not take away from the photo).

  3. Waivers. It helps to have waivers that cover your uses of photos you take, their disclosure allowing said uses, et cetera. These can be Google'd or you can use a cheap legal aid service like LegalZoom or such. There are some best practices to this, so be careful on which template you go with.

  4. Get a website up, can be very basic - Even a photodump of your portfolio in the most basic of manner. Paying for the Adobe Photographer suite will include a moderate website for this.

  5. Start building a social presence, which will be key for marketing. Study others tags, get into FaceBook groups, find a few apps that contract photographers, et cetera.
