Based n my experience, you should first have a list of qualities that you want your staff to have in them. Once you have the list, mark the most crucial qualities as must haves and others as good to have, anf then set a minimum limit that each candidate should be having.
Once you start interviewing candidates, you should interview them not only for the role but also in terms of qualitites and rate them on the qualities that they have, how many "must haves" do they have and how many "good to have" do they have.
Of they have the bare minimum, only then, hire them.
Once you have recuited them, one of the most important aspect is to appreciate them and their efforts. Celebrating small wins, acknowledging their efforts in fromnt of everyone, etc are some ways in which you can keep your staff motivated and eager to work with you.
